Washington Window and Door Code Requirements

If you are replacing windows or doors in a Washington home, two separate codes apply — and most of what you will read online gets one of them wrong. This page sets out what the current code actually requires, with the section numbers, so you can check any of it yourself.

Two codes, and which one governs what

Washington runs window and door requirements out of two books, both effective 15 March 2024:

  • The Washington State Residential Codechapter 51-51 WAC, the 2021 International Residential Code as Washington adopted it. This governs opening sizes, emergency escape openings, safety glazing and fall protection.
  • The Washington State Energy Code, Residential — chapter 51-11R WAC. This governs how well the window insulates: U-factors and air leakage. Published by the State Building Code Council.

One point worth knowing before anyone tells you their city is different: the energy code states that it “shall be the maximum and minimum energy code for residential construction in each town, city and county” (Section R101.2). Issaquah, Bellevue, Redmond, Sammamish and Snoqualmie cannot set their own window standard. The requirement is the same across the state.

Replacing a window in an existing home

This is the part that matters most to a homeowner, and it is the part most often reported incorrectly. The model national code covers replacement escape windows in a section numbered R310.5. Washington does not adopt that section — the state adoption reads, in full: “R310.5 Replacement windows for emergency escape and rescue openings. This section is not adopted.” (WAC 51-51-03100)

Washington wrote its own version instead, in a Washington-only chapter of the residential code:

Replacement windows shall be exempt from Sections R310.2 and R310.4.4, provided that the replacement window meets the following conditions: 1. The replacement window is the manufacturer’s largest standard size window that will fit within the existing frame or existing rough opening. The replacement window is of the same operating style as the existing window or a style that provides for an equal or greater window opening area than the existing window. 2. The replacement window is not part of a change of use.

Section R4502.5.4, WAC 51-51-4502

In plain terms: if your existing bedroom or basement window is smaller than today’s escape-opening rules, you usually do not have to enlarge the opening to replace it. You have to fit the largest standard window that fits the opening you have, and you cannot end up with a smaller opening than before. That is the difference between a straightforward window replacement and a structural job involving cutting, headers and framing.

The same section sets out the rest of what a replacement has to do: meet the energy code (R4502.5.1), meet safety glazing requirements (R4502.5.2), and meet fall protection requirements (R4502.5.3) — with an exception where only the glazing is being replaced. Work also “shall not make the building any less compliant with this code than it was before the work was undertaken” (R4502.1).

Emergency escape and rescue openings

Where a new or enlarged escape opening is required — a new bedroom, a basement conversion, or an opening being enlarged anyway — the dimensions come from Section R310 of the residential code, as adopted at WAC 51-51-03100. Every bedroom needs one, and so does a basement with habitable space.

  • Minimum net clear opening area: 5.7 square feet (5.0 square feet for openings at grade level)
  • Minimum net clear opening height: 24 inches
  • Minimum net clear opening width: 20 inches
  • Maximum sill height above the finished floor: 44 inches

“Net clear” means the actual hole a person can pass through with the window fully open — not the size of the frame. It is why a slider and a casement of the same rough opening can give very different results, and why the operating style you choose matters more than most people expect.

Washington amends only three parts of Section R310 — R310.1, R310.2.4 and the R310.5 non-adoption above — so the dimensions themselves are the standard national ones.

Energy requirements

King County sits in climate zone 4C. For energy purposes Washington groups its two zones into a single column, so these figures apply statewide:

U-factor measures heat loss — lower is better. A single-pane window from the 1970s is typically around 1.0; the code now requires 0.30 or better. That is the single biggest reason older homes feel draughty near the glass.

There is no prescriptive solar heat gain (SHGC) requirement in the Washington table — a genuine difference from the sunbelt states, and a reason to be sceptical of national advice written for Arizona.

The code also allows some latitude. Up to 15 square feet of glazing per dwelling is exempt from the U-factor requirement (R402.3.3), and one side-hinged opaque door up to 24 square feet is exempt (R402.3.4). Where a whole-house trade-off calculation is used instead of the prescriptive path, the absolute ceiling becomes U-0.48 for windows and U-0.75 for skylights (R402.5).

U-factors have to be determined under NFRC 100 and labelled by the manufacturer (R303.1.3) — which is why every compliant window arrives with an NFRC sticker on the glass. Keep it until the inspection is signed off.

Air sealing and installation

The code does not stop at the product. Table R402.4.1.1 requires that “the space between window/door jambs and framing and skylights and framing shall be sealed.” Air leakage is tested to NFRC 400 or AAMA/WDMA/CSA 101/I.S.2/A440.

This is the requirement a bad installation fails even when the window itself is compliant. A window rated at U-0.30 that is foamed badly or left unsealed at the jamb will not perform at U-0.30 in your wall — and the code treats the installation, not just the unit, as the thing being regulated.

Permits

Permit administration is local, so this varies by jurisdiction rather than by state code.

Enlarging an opening, or creating a new one, requires a permit. That is consistent across King County jurisdictions, and it applies whenever an escape opening is being cut or widened.

For unincorporated King County, the county publishes that replacing windows with new windows does not require a permit, and adds that life-safety concerns such as basement egress windows should be brought to current code where possible with a permit (King County: Do you need a permit?).

Issaquah is the exception, and it catches people out. Issaquah requires a building permit even for a straight in-kind window or door replacement. Unincorporated King County, Bellevue and Sammamish do not. Snoqualmie, like Issaquah, does. It is worth knowing before you book a date, and we handle the application as part of the job.

“In-kind” has a specific meaning here. The tip sheet defines it as replacement with no alteration of structural members, where the window U-value meets the prescriptive requirements of the energy code, safety glazing is provided where required, fall protection is provided where required, and egress requirements are maintained. Change any one of those — widen the opening, drop below U-0.30 — and you are outside the exemption wherever you are.

One more caveat that applies everywhere: if the property sits in a critical area, shoreline area, sensitive area or the wildland-urban interface, check with the jurisdiction regardless of the table above.

What changes in 2027

Everything on this page reflects the 2021 codes, effective 15 March 2024, which are the codes in force today. The next edition takes effect 3 May 2027, and it renumbers the emergency escape section from R310 to R319. We will update this page when it lands.

Frequently asked questions

Do I need a permit to replace windows in Issaquah?

Yes — Issaquah requires a permit even for a straight in-kind replacement. That is unusual, and it is the opposite of the surrounding area: unincorporated King County, Bellevue and Sammamish do not require one. Snoqualmie, like Issaquah, does. Enlarging an opening or cutting a new one needs a permit everywhere. “In-kind” means no alteration of structural members, a U-value meeting the energy code, safety glazing and fall protection where required, and egress maintained. My basement window is smaller than code. Do I have to make the opening bigger?

Usually not. Washington exempts replacement windows from the emergency escape sizing rules, provided the replacement is the manufacturer’s largest standard size that fits the existing opening, the operating style gives an equal or greater opening area than what is there now, and the work is not part of a change of use. That is Section R4502.5.4 of the Washington State Residential Code. It is the difference between a straightforward replacement and a structural job involving cutting and new framing.

What U-factor do windows need to be in Washington?

A maximum U-factor of 0.30 for windows and glazed doors, and 0.50 for skylights. Lower is better — it measures heat loss. Those figures come from Table R402.1.2 of the Washington State Energy Code and they apply statewide, so the requirement in Issaquah is the same as in Bellevue, Redmond, Sammamish or Snoqualmie. There is no prescriptive solar heat gain requirement in Washington.
